My Lord,
With reference to Your Lordship's despatch No.184 of the 2nd June, 1920, I have the honour to inform you that, in view of the short period of Mr. E. V. Carpmael's service in this Colony and of the undesirable precedent which would be established if exceptional treatment was granted in this case, I regret I am unable to recommend any further increase in pension than the temporary addition already made.
